All three discs show as SCUS94476 the savedata on the psp is also the same.

BASE.PBP file is included - no need to find Hotshots :)
I've tried converting my ff7 disc 3 and the eboot.pbp appears.. but i have no keys.bin in this new conversion.. is this ok? cause my disc 1 and 2 came from the shop where i bought my psp so they already converted it there and im kinda confused here..:P

Sorda depends. If you're on 3.03 OE-A or later, KEYS.BIN is no longer required. For older versions of OE, the KEYS.BIN file is required.

Dunno. You have a few options:
- Try 3.10 OE
- Make sure you're ripping with the CCD and IMG, or CUE and BIN files
- Try using an NTSC version if you're not already
