What firmware version are you running?  Where are you placing the EBOOT? (should be under ms0:/PSP/GAME/<gamename>/ )
make sure its called EBOOT.PBP?

and i used .img files for mine and it runs perfectly.
ive never tried a .cue, but .bin and .img work good for me

Most of those results will answer your question.
i need help in downloadin ur popstation gui
Could you please help me Zinga Burga?  I just downloaded your popstation and I can't get it to work.  Then I read under the download part, and it said it needs Visual Basic 6, so I downloaded that and ran the program.  So I installed it and ended up saving what seemed like a bunch of random programs, and I still don't know how to get the popstation to work.  What did I do wrong and can you help me get it to work?

Could you define what it means by "not working"?
What version of Windows are you running?  You only really need the runtime files for Windows 2000/Me or earlier.
What I mean by not working, is that when I downloaded your popstation I saved it onto my computer.  So whenever I go to the file that I saved it in, it appears as a an icon for an HTML document.  So when I click on it to open it, I get an hourglass for a few seconds, then nothing happens.  It doesn't open for some reason and I don't know why.

PS: My computer is a Windows XP.
change the extension from ".html" to ".rar"

then open with winrar

maybe thatll work ?
Thanks a lot for that tip!  I finally got it come up.

HOORRAAAY!!!
Now I can get ps1 games on my PSP.[/u]
