that guy with the hammer from god of war 2. on God difficulty he was too easy, and on titan he was too hard. it pissed me off

The boss in Chapter 7 on Valkyria Chronicle now ranks up there as annoying. Powerful machine guns on all sides, 2 super strong turrets on the front and back and finally eventually an uber Scout character will appear and she's capable of instantly annihilating any unit save your tank (Unless she attacks the radiator).
I managed to get through without getting any perma deaths. But god, was that battle hard =(

i don't know if it counts a s a boss but lu bu from dynasty warriors. in one of the games he was soooo much harder than the other ones can't remember which one though.
there were some monsters in monster hunter freedom 2 that were fudgeing annoying too

I can 1HKO him with my Galaxy MAge now, but first time i went up against him, and proper levels (not OPed to fudge) he is a real challenge imo

mortal combat, Deception - The F***ing dragon lrd id the mother of all cheap ugly bitches. hence i stopped playing it besides being ble to beat him it seems like you have to be asian of extreme pro to beat him on all characters ^^; no wonder no-one liked the game XD

I have three.
FFX - Seymour, right before reaching Zanarkand, while on Ronso's Mountain. Almost everyone who played FFX had trouble here if they didn't level grind or something. Even level grinders had trouble here. Such a douche...
Mortal Kombat Shaolin Monks, 2 players on hard mode - Shao Khan. It not only greatly increases good old SK to play him on Hard mode, but it increases his hp. Then, if you have 2 players, it gives him 2x THAT health too. Also, you had to beat Kintaro, Motoro, and Shang Tsung, with only one partial heal per character, which you can choose at any point during the fights. He could kill you in 3 moves, and you could only keep alive if you kept doing a long jump right before he hit you. Not only that, but if one of you died, you both lost If I recall correctly. Regardless, you both had to be complete masters to be able to do the miniscule amount of damage over a great length of time, while not ever getting hit. And god forbid you get hit by any of the 3 mini-bosses before him, because then you have all that much less health to use to face SK. After about 4 hours of trying over and over, my friend and I gave up on our dozens of hours of play.
Ogma - FFIX. He was a complete luck boss to beat. No skill. You had to be able to do 9999 dmg every turn using the dragon move on Freya or be able to use Trances on like Zidane, and hope that he just keeps using some dark damage move which heals your allies because of the armor you gave ALL your team. And if he uses Meteor Rain or whatever, twice in a row, or twice before you can cast reraise on everyone in your party, you automatically lose. He was completely a luck boss. Technically, you could beat him with lvl 3 characters if he would never use his one hit kills.

Yep, Seymour in FFX at Ronso Mountain was REALLY hard.
The angel form of Sephiroth in FFVII is even harder. His Supernova move inflicts a lot of damage AND puts almost all status effects on your characters (and he uses it a lot).
And in the Xenosaga series, it had a LOT of hard boss battles (like in Xenosaga I, the Cherencov Gnosis battle and the mecha-ish battle you fight in Kos-Mos's Encephalon after you reach the church Feb is in).
