be kept confidential,.. if you get your tests back you can choose to compare with who you want,.. I don' think competitiveness effect will do much good,... its not like people are C all year and score a A+ at the test,..

o wait do you mean the actual tests or only the grades

Depends on how your school works really. Grades usually depend on test results, so they somewhat go hand in hand anyway.

well based in my childhood studies, after the test, they tell who got the high score, but not mentioning the lowest score in the test

Make 'em public.
You can't use a carrot/stick approach in schools anymore (caning is verboten) but you can use a peer pressure approach. Smarten up or you'll get ribbed stupid by your intellectually superior buddies.
