i somehow switched routers with a random one i found at an abonded apartment (owned by my cousin) prevously rented by asains. i went about 1mb/sec and some times 2mb/sec. It worked for about a month, then it somehow stopped; sadly.

I'm also currently at the library.

But downloading at only about 580KB/s. (EDIT: actually, about 500KB/s)(EDIT2: Pulled it to 720KB/s)

If I really try, maybe I can get past 1.5MB/s. But it would take more effort than is worth though. (library's internet is somewhat weird, has max connection rules, connection speed caps and lots of other stuff.)

Just for the record, your isp would affect your speed far more than your router. In fact I don't even think a human would be able to tell the difference.

But what if your router sucks and you get bad signal, therefor slower speeds ?

If you have a good router with good signal you get the best of the ISP.
