.dat » Data, it doesn't say anything about the source format.

Typically, I'd say no, you can't, because it's probably not a standard format.  Also, usually, these dat files contain more than one sound file.  If you're willing, you may be able to open it in a hex editor, and manually extract the individual files.

Nope but you can open the iso with it

then put your music in then make it a iso agen

No, it make a RAR, not an ISO...

Still doesn't allow manipulating the .dat file in any way.

but after it makes i rar rename it iso.... then use CisoPlus to make it a cso ...

No it won't.

Just because a compressor doesn't check the filetype, doesn't mean it'll work.
