A simple Video Re-encode to MP4 in h264 format should work fine.

and yes i mainly want to play bluray rips,.

i guess i have to try some more movies and else some different conversion tools or settings

Try demuxing and remuxing it as an M2TS video (if the video has DTS audio) or MP4 (for most other cases)
although, if your video has a higher REF count than 9 it won't work and/or
if the FPS is not 23.976, 29.970, or 59.940 it won't work
most bluray rips that I have encountered, though, usually meet these criteria
Try using multiAVCHD (M2TS)

i am trying to find out whot settings i need in xvid4psp or different converter to get this video file,.. dts or 5.1 and or dif res >> eg>>1080
this is an .avi and works fine on the PS3 hardrive,..

MKV?  If the video stream complies with H.264 L4.2 (many are) you can try something like tsMuxeR and remux it into an MP4 without converting.

No hardware player supports MKV.

Demux the MKV, remux to MP4, hope the h.264 is not created using settings that don't work on the PS3.

Reference frame count depends on the frame size of the video, and is limited by the buffer size of the device. Larger frame size means each frame takes more space means the buffer can store less frames before running out. So if your video is 1080p, you can only use about 4 ref frames, while if your video is 480p, even 16 should be fine. So not always 9, that's for 720p.

As for the fps, I don't own a PS3, so I don't really know, but theoretically, shouldn't anything work? (I mean even the PSP can work with prety much anything).

although I've seen 720p video with REF 16 which won work on PS3
I know there's a limitation on FPS on AVCHD video so as to comply with the AVCHD standard
but it's probably not as limited in MP4 (Haven't tried anything else other than 23.976 and 60 to stay on the safe side)

4 for 1080, 9 for 720 are profile restrictions, not actually hardware restrictions I think. It's probably one of these things that depend more on the particular hardware and the video, so you may be able to do more than these numbers, but to be safe, sticking to them should always work.
