haven't checked,. you have to try,. you prob have to find the offset wich you change to 0000 so the changes will take effect,.

For anyone interested the offsets vshmain 639:
0000 from this offset >> 1FF6C to activate changes
then change icon order between these offsets >> 547E4-54A24

Can i edit it with PRXEditor or do i need to do it in a Hex Editor?

you had ahve to use hexwrokshop,. first 0000 the first offset (2700>>0000)
then copy the whots between the other 2 offsets and paste into a new file within hexworkshop then edit the part to your liking,. eg re-order system submenu icons or enable disable icons,... (see OP by Xanderchaos ;) )
then copy paste the edited part back into vshmai.prx,....
