Ah. It is an organization(or group) shown in the anime Durarara.

If there were a real one, you would first need an invitation to join - but these invitations spread like wildfire and little do people of the organization know how big the percentage of the public would become part of the Dollars. It's actually a very cool concept shown in Durarara and if it were done IRL it would also be cool - but I highly doubt that'll happen.
