Well they are remaking the first season into a Movie, and they are doing it from ground up. And 1st suggests they might redo Nanoha As into a second movie. I'm sure that's not the only example of it, I mean its like the argument between making a TV series or OAD... with the next Shana being done as OVA OADs, I'm sure they will be equal, if not superior to the first and second season DVDs.

With movies, animation quality doesn't differ, only the format and quality of it when released on DVD or BD.
