well if it doesn't then you must have a crappy PC then, nah I'm just kidding juan :P
i think TV out cables are mainly for laptops so if you have a Desktop and it doesn't have a tv out, i wouldn't be suprised

TV out is usually on your video card...

Laptops don't usually have a TV out I think - probably a VGA/DVI out (to connect to a monitor).
