Sometimes, it can have to do with your memory card itself...
Some memory cards are just terribly slow.

There is a great ms diagnostic toll, called Blackspeed V2.
It will test read/write speed of your memory stick.

Here's a quick loading comparison of possibly the slowest loading game to date on the PSP....Midnight Club 3: Dub Edition
fat using fatmsmod 5.00m33-4
slim using speed increase of 5.00m33-6

need for speed undercover still takes forever to load at initial start :(  Oh well...after that its all good.
