If you have a static IP, it's unlikely that your IP will be used by someone else to get blocked.  If they blocked a range, well a dynamic IP probably won't help you.

I've found that IP blocking to be inaffective most of the time, so whoever did the ban is probably a rookie.  But you can always use Tor to mask your IP.

Oh well I still wouldn't feel too great about having a static IP for whenever I use _that_ EP thing in the forum nobody knows >.> I mean I know my ISP knows either way but a static IP feels so "IT'S YOU!!!" ^.^;;
