I think it is dai-guard, it was during that week back in 2003 when toonami tried a bunch of random stuff.  I think it may have been the week they premiered Megas XLR (just one ep, not the series as a whole).  The bot looks like it, I'll grab the first ep to see.  Thanks Mickey!  The voices stopped telling me to kill now.
