It is, it exists alongside the sony firmware, I assume you will be able to select which one to use at boot, like a duel boot PC.

I really hope its a dual boot because from what I think that will be the only way people will use it. . . they already have irShell and they don't like too many people making CFW's . . .(at least that's my opinion).
