This is what I really think they meant: Don't download this from PS3news - if you did, you, most likely, will brick.  To ensure that you didn't get this file from PS3lamers, make sure you clear both your PC and PSP's cache, otherwise, you risk bricking.

That's the way I understood it as well. They really should get a better translator to announce there releases but that still wouldn't help against the fear-mongers who look to misconstrue everything floating around this collections of pipes.
