What do you need help with?

It's best you just get yourself acquainted with the Template and Style sections of the ACP and learning how everything comes together.

You may very well come up with more ideas in the meantime.

It's actually probably easier to run the forum on localhost than stick it on a server, since it means you don't have to keep reuploading stuff.
Get XAMPP if you want to run it on localhost.
