because many users wil alredy have the other versions
they can only release new revised firmwares

Thanks i thought it really was some kind off Cat and Mouse game..

Also the official methods of getting the latest firmware (Network Update and Playstation.com) only offer the latest firmware.  The older firmwares have to be downloaded from sites like QJ or PSP-Hacks.
