imo you have overdone it with the smudge/blur/clone tool. it really needs cleaning up and a secondary picture in the background (possibly blurred - perhaps a walker? or maybe the g mans face?) im not good at art myself so i have no right to critiscise anyones work - i know how hard some of these sigs can be to make, so don't take it the wrong way.
continue to improve it if you enjoy doing it. :)
