Which is run first? PRX or RCO?

Which is run first? PRX or RCO?
When you click on the Online Manuals Icon, for example, which file gets activated first? A PRX file, or an RCO file?

Executable code gets executed first.  If you don't press anything, executable code still gets executed first...

well all you can see in xmb (or system information like texts or images) is hold in RCOs,
and codes like offsets and actions are in prx
But, is the PRX "activated", or is it already being executed?

Plus all the poo poo about the IPL needing to be run first etc etc...
