something about the way power companies work they don't store any electricity at all I'm pretty sure
And it's not like a problem that suddenly arises like a plant failure. Instead they know this is happening every year and they know that approximately this many people will shut off their lights (but many still will be using their televisions and computers) so they know about how much less power they need to be giving out and adjust accordingly.

Until one has a deadline, one has no pressure to perform.
Perhaps the world running out of air in 3 years will encourage the US government to sell NASA to companies prepared to actually invest in progress, invest in our future, and invest in big fudgeing spaceships which will get us off this block of cheese.
The way things stand right now (no deadline, invisible / unmeasurable threat), the US government (and many other governments, for that matter) stand to make many millions of dollars from so-called "carbon-credits".
I'll "pay" you, because I emit more.
