To be honest, I don't want to be admin. It's just entertaining seeing all of this stuff.
As for the "unfairness" debate, everyone will have bias. The world runs on favourites, it's politics. Though, there are plenty of members who probably deserve to be mod/senior, but thing is, there's too many...

I wish I had a dollar for each time a thread here evolved into a 'let's all dump on psp-hacks' discussion.
I think that the smart thing to do would be to come up with a very crafty email to send to greg. Something along the lines of how you've got admin experience on your own site and you hope he will consider you. And that's it. Keep it short and simple, compliment his site and say how you want to try to make it better.
