ooo.. oblivion looks nice.. never played it before though... heard that there are expansions?

^ Your graphics card is probably the issue...
Laptops aren't really that powerful, but yours is good for a laptop.

I checked dxdiag
and I think it said about
1300 mb of memory

but I did notice that the buttons to test anything were missing
so I could have a problem with my card drivers too...

I am currently reinstalling them and hoping for the best

I also noticed that turning down the view distance and shutting of all lod runs at 30 fps
so it could just be the card...

I'm afraid Slush it most properly is your graphics card... Oblivion is reeally a hardware intensive. My old x1600 couldn't handle it properly sometimes on mid to high settings and even now my HD4850 craps out from time to time.... although this might be due to my sheer amount of mods... In any case you could try the Oldblivion mod, it significantly increases performance by decreasing the graphics quality drastically. And about the test buttons in DXDIAG, they aren't there in Vista, it's normal.

That's interesting.  My 7800GT handles mid-high settings fine, though I run at 1024x768.  Some places, it drops to ~15-25fps, but it's rare and only seems to do it in the overworld with rain + lots of grass etc.
Though one of the good things in Oblivion is how awesome the overworld looks...
Well my problem might be that I always ran Oblivion in 1440x900, anyways the Overworld looks nice as long as you don't look in the distance, atleast in my game I have the feeling that somethings is very wrong with my LOD, could you post a screen of your distant looks Zinga? My performance killer is the Waterfront District of the I C, my game literally hangs for more then 30secs most of the time.
makes me think how well would my 512mb 8500gt handle

also damn my graphics card is integrated so I guess I'm sol on the laptop...

the desktop has a x1650 sapphire or something maybe I will try that...
I guess I could always look into external cards too but that seems like a hastle
