I'm doubting explorer blocked it.  Maybe you've got some addon/hijack which is doing it...

i have one that i can't delete no matter what i do.ive tried safe mode,command prompt from dvd.barts cd and others it refuses to go says it can be found like its already deleted.wish it was gone but guess it will have to wait till latest versoin of windows 7 and i reinstall

^ FAT or NTFS filesystem?  Could always be a broken FAT/MFT.

Explorer is part of Windows. So if you really did what I said, you wouldn't be able to run explorer even if you tried.
