probably. i think in one of the rco's its possible to change the action of each icon using rco editor. i havn't touched my psp though in ages, so don't count on what i say.
also that avater is scary...

just change the space between main focused and unfocused icons into a negative value ;) but that will make it LOOK like the icons are reversed.
the other option is to move all the sub icons into different menus in vshmain.

If you want a wierd feeling in the xmb edit paf and adjust the space between main icons and/or space between focused and unfocused main icons and change it to a negative and play with the size.
If you want to change things a little easier you can use takeshi's multi xmb editor and drag the icons around to get the negative value that way or in there you can set what menu you want the different icons to be displayed in

Another way:
Open rco editor » open topmenu_plugin.rco » goto page data » change width from 1 to -1.
I think the text is then backwards,...not sure if you can just make the text backwards in the text data, so it reverses it,...try it out ;)

look on the 'other' button on the menu selection window and see if tha tcan help you.

...I'm pretty sure I did this when I was messing around with the XMB Editor before, but I can't remember how I did it.
I believe I dragged the main icon a bit to the left.
