Fixing exchange rates doesn't fix GDP.
If I were to take a guess, the straight line is probably because the government's control is absolute that nothing changed in 20 years, everyone's fixed to doing what they're assigned to do and the prices were all fixed too. (Note: this is per capita GDP).
And then s hit totally f ucked up in the early 90s.

But of course, GDP is somewhat an estimated measurement - there's all sorts of possibilities, including no data, falsified or completely inaccurate data etc. I doubt that the amount of control they have can control the amount of output every single person makes, although the goverment could certainly make it seem that way.

Production quotas for all the factories, and farms, and everything.
I don't know the specifics obviously, but I imagine in a "pure" communist system, you produce what you need to, and not any more (since the "more" gets shared anyway, and people are inherently selfish). Well, maybe they do produce more, but those extras will be sold on the black market or something and wouldn't turn up in official GDP records.
It's still a bit strange because you'll think in 20 years, farms and factories would have been upgraded to increase productivity....

As for the giant drop in GDP in the 90's, probably this...
