By blocking the domains at an ISP level. It would only affect one country.
Even if an ISP uses DNS blocking there are still ways to access the blocked site, A few that come to mind are...
1, Use another DNS server.
2, Use a proxy.
3, Use a VPN.
4. Could even just use the IP address directly if known for the site that is blocked
I wonder whether #1 would be considered illegal if DNS blocking did become effective. After all, it's basically a method for getting around legislated blocks.
Didn't some UK ISPs actually have to block the IP of ThePirateBay or something like that, because people were getting around DNS blocks?
So, it's postponed in the US, but looks like MAFIAA are taking a stab at Canada and Ireland.

Eh, so the media companies meh'd at SOPA cause they managed to get ACTA passed in Europe.
Yep, they'll be back with some SOPA-like law, just named differently. Manipulating the masses is always the way to go.
