According to http://bulbapedia.bulbagarden.net/wiki/G...veling_up, you just royally f ucked up.
Assuming you get it back at lvl25, you missed Bite (lvl20) and Dragon Rage (lvl25). You have to wait till lvl35 to get something better than Tackle now (Leer at lvl30 but that's useless). Well, I guess you can still sPa/\/\ some TMs and s hit on it.
You also traded 5lvls of awesome Gyarados stats growth for nearly-nonexistant Magicarp stats growth.

As I have levelled him up and evolved him at 25, he's caught Dragon Rage. So that's good.
And I didn't mean to level him to 24, I just didn't pick him up from the daycare for a while.
ALSO.
In related news, I now know what happened to the guts of part 15's screenshots; VBA ate them all.
It seems there's a horrible bug where after each session, VBA resets a counter for the filenames of screenshots. As I fire it up again, and start taking screenshots, old screenshots are eradicated.
Pain. In. The. donkey. This is exactly what has happened to a majority of Part 17 thus far.
So, as a solution, I'm going to attempt to migrate my saves to a brother emulator. I'm using VBALink, which is based on the same emulator as VBARe-Record, which also has some nice video-recording facilities. But I won't do videos, still.
In the meantime, here's a summary what happened between parts 16 and 17:
- Mr. Fish levelled up to lv.25 and subsequently experienced a massive leap in stats
- Eduardo was slain by a Wabuffet he couldn't escape from, while piggy-back-training in Mt. Pyre
- I went to the safari zone and caught a Natu, Codenamed "Red Horse"
- I did a fudgeton of walking/running/biking across the country because still no fly
- I climbed the interior of Mt. Pyre to no benefit, effectively (This is when Eduardo was slain)

Pretty sure your Pokemon's base stats are adjusted according to the Pokemon's EVs and IVs upon evolving.
