i can't fathom how people get their accounts taken
i think someone here once posted a conversation from someone who was trying to 'borrow' another steam login, then the guy he try to 'borrow' from tells him in all actuality he is a staff member from steam and that if he didnt want his account from being eXx1l3d he'd have give up his info so that he could do something, so the moron give him it and then the other guy says HAHAHA i just 'borrowed' your account and locked you out!
the kid cres asking for it back that he had no money to buy another one blah blah blah
sorry for my rant, this just reminded me of it :P

Generally via a few common methods.
1. Giving the login and password to a fake site. Either from a phishing scam or whatever else reason. Due to misconduct, you account will be disabled in 2 weeks time. Sign in to verify the reasons for our decision or lodge an appeal if you think wee are mistaken. Fake-link-here.
2. Having password stealing spyware on your computer. Download your farming bots spyware and game hacks spyware now, and never loose to your friends ever again!
3. Using a weak password and getting it machine cracked. Hurr durr my password is coolboy.

That is the dumbest and most inefficient method to 'borrow' an account ever.
Another reason why I hate steam. I'm not going to pay my money for games that I cannot even play without verification from some server somewhere. Not that I think I'll ever get hacked, but I just don't like the concept. Especially when the pirate alternative doesn't require me to sign into some server somewhere, and my game actually belongs to me.

I don't think they can change the login name. See if you can contact Valve with the login name and tell them what has happened.
Easiest ways to get this 'borrowed' is by these little phishing sites that have been popping up. Another easy (and more effective way) is a stealer that decrypts the registry.blob file and send the info to a server or whatever.
