eboot exchange 2.8 can decrypt most new psp minis today, even new games in particular, I've tons of psp minis that ive decrypted and works with 5.00m33-6, so what is the particular game you want to decrypt?

Sigh sigh sigh sigh sigh...... it sounds like you still have the miniS in EBOOT.PBP format.

Convert them into ISO using NPDecrypter, rip the EBOOT.BIN using UMDGen, patch it, reinsert it with UMDGen, save the ISO, play.

miniS in original PBP format requires firmware 5.50 or higher to run unless you decrypt it.
