My CPU often goes 60+C when under load.  Fan rarely goes faster than 1500rpm though.  It is a 12cm fan; most likely I didn't attach HSF properly cause the heatsink never gets warm.

I one of my sensors, either the ones inside the CPU, or the ones on the motherboard, are broken.  They report different temperatures, CPU reading says 48, motherboard reading says 59.  Since the motherboard controls the fan speed, it's probably adjusting it according to 59.

If your sensors say 60+, and your heatsink isn't even warm, that does sound like you didn't put it on properly.  But then Intel heatsinks are a bitch to put on.

Still, should be able to change the fan speed policy.  Both MSI and ASUS AMD boards I've had allow you to set a CPU fan target (I typically set it at 70C).  Unsure about Gigabyte, though it doesn't have the option for my Gigabyte-Intel board (can set warning, but not fan target).

Nah, I don't mind too much.  I'd rather noisy than overheating, and I usually do it over the night.
