From what my friends say, graphics look way better on the PC than they do on consoles - so much sharper on the former.
My HD4670 plays Crysis fine on High. Imagine a more mid range 4850 (around AU$250 - probably can get for around US$150) should be able to play it well on reasonably high settings. Can't really compare prices otherwise, since you're probably going to need a PC anyway, for other tasks.
PC has more games - you're not forced to the consoles' limit range >_>

All I have is a Wii and my PSP that has been gathering dust for about 5 months.

Countdown less than 2 months before I get my PeePeeStation3 and now there are 2 gamestop shops that show having 60gb in stock within 50 miles of me :D

The thing is that when you're developing a game for a console, there only so much that can influence the quality of the game due the fact that every console in the world is going to have the exact same specs and hardware configuration. Or at least near about the same. The set of devices that go into the box are defined and so are their drivers etc. But when you're developing something for the PC, say a game, then you have to take into equation the ga-zillion different products and brands which may have been used to make a PC. Take for example the case of Graphics cards that you mentioned. Although Nvidia/ATI design the GPU, there are so many other companies that implement it, each doing things different configuration to the same chip.

Anyway the point is that while designing a game for consoles, the designers do not have to worry much about compatibility.
