He moved the database, so I let him be temp admin to avoid hassles.  Gavia has direct access to the database, so in fact, he has more rights than an administrator.
It's not that I don't trust people with power (why I'm liberal with giving out mod-ship), I just want to keep the number of admins at this site down - eg so people can associate with the "leaders" of this site.
