I've hardly ever bet on anything in my life (not a believer in gambling >_>) so I really wouldn't know how such a thing would even work.

Click on the Options button next to the Deactivate button.
Additionally, when adding/uploading attachments in the forum, there should be an additional "fee" textbox.

I've got a v0.51 update ready - the only change is a few speedups - oddly, v0.5 ran slower than v0.43. Testing on localhost, v0.5's dynamic code loading engine allows it to run MUCH faster than v0.43, however, it shouldn't cause any slowdown.
I have a PHP accelerator installed on the server, so I guess it could be why it's running a little slower. v0.51 addresses that, and load times reflect the change.

Here's a test I did on 4 identical test boards, on the time it took to load showthread.php with 10 posts (also compared with MYPS for the sake of it :P)

Now I'm on incadude's server after the big CPU crash of CBT#5 LOL :)
I'll test the Deposit here as well :)

o side note my config most not be set right on the new MyPlaza
incadude has not giving me the info to add to MyPlazas config :/
