They haven't taken people's codes to use this. Keep in mind that AR has been around since the GB days. I see some codes for games that CW doesn't even have.

think about it, one of the things wee do is make are own codes for games right?
using night pr iv pwned tons of games. now datel is going to start searching for everones hand made codes turning them into there format for there system saying that its "easyer" that way and making it look like a good thing then thel make people pay for the codes. and sence datel is a compony, they can copywrite there work. claming everyhting is theres. if you think im some sort of nut look around you, sonys been doing it! but there a bit nicer about it.

still you have not get the point of this release, this can be run even in official firmware, homebrew plugins can't like nitepr and cwcheat which can be run via cfw

This is most likely an official application signed by Sony. It doesn't really seem that unlikely either.
Assuming no exploit, it's theoretically and computationally infeasible to "crack" the signing process (this includes any form of "hex editing code", as, obviously, any decent protection scheme has integrity checks). It is FAR more likely that either:
a) it is an official application (most likely)
b) the private key was leaked/'borrowed' (unlikely, but far more likely than determining the key via other means)

wouldn't a purchase of the official sdk (for many thousands of dollars) from sony give them everything they need to sign their own programs?

No, they need to send it to an encryption server (or Sony or whatever). The private key is NEVER distributed, well at least, for security systems developed with half a brain.
I recall reading that the SDK and stuff can be used to make the ISO, but devs need to send it to Sony's encryption server for signing.
