I don't think it's mandated I think they would just kick you out of school if they found out...
it might be hard to work at a local business too because people talk or shop at the same places n such...
and as far as getting kicked out of school. People study really hard to get into specific schools in japan. I think the school system in japan is taken far more seriously (to the point where I've heard of japanese students killing themselves simply because they failed to keep their grades up...)
