Yes once you get into windows through any flaw you can pretty much do whatever the hell you like and that's bad.
But the many, many flaws are in Flash, all versinons of it. XSS flaws have been out there for years, it's just nobody thought about them as a serious exploit and it's only now wee realise just how insecure wee made everything.

Interoperability has it's price.
