Probably because it's not a good idea, that's why... The games probably clear the memory first before exiting to the XMB, and it's why it takes 2-3 seconds to do so (remember, the PSP doesn't have multitasking capabilities because it doesn't have much RAM in the first place).
I believe the PSP essentially does a soft reboot when switching between game and XMB mode, so I'm doubting there'd be resident memory (think Ctrl+Alt+Del on a program, the OS wipes the memory used by it). This would also take care of any open handles etc.
To be honest, I can't think of too many negative aspects about crashing a game (if this plugin even does that) - probably the worst is if the memory stick is being written to, which only is done during saves.
Of course, I really don't understand why Sony's firmware has a delay (maybe to let the memory stick writes flush if the user decided to quit whilst the game was saving? or maybe send a disconnect packet on multiplayer?) and what this plugin does (haven't even tried it), but as long as you don't try to exit whilst saving, I can't think of too much damage that could be done...
