The IRS is a government run industry. Needless to say this type of thing happens all the times because a lot of the treasury is just completely fudgeed as far as organization goes. Billions of dollars are lost yearly (probably embezzled) and like I said stuff like this happens all the time. But the joy of being the government is that they can do whatever the fudge they want and nobody can fire them or stop them.
