ISO loading isn't in itself illegal.  It's the fact that people use it for piracy which makes it so.
If I dump a UMD that I buy (which I would do, since I hate how loud the UMD drive is, not to mention faster loading speeds, easily carry multiple games around etc), I would play it via an ISO, which is a benefit of custom firmware.  The dumping is legal under fair use, so I fail to see anything illegal here.
