If you know someone outside the US they might be willing to proxy for you = no costs at all. Granted for the bandwidth requirement but I was thinking about a link up good enough for downloading.

Too unreliable if you're using someone else's home connection, unless you find someone who leaves their computer on 24/7 and doesn't mind you lagging their internet.  Especially because everything costs twice the bandwidth, net » friend, friend » squee, and for that reason it's probably insufficient (since people generally have really shity upload speeds).

VPS should easily be good enough for that purpose though, dedicated server is completely overkill.
