Run faster, probably yes. Newer and larger HDDs tend to be faster. Though you probably can't notice the difference for normal windows use.
Less hot, don't know, depends on the drive, but probably hotter. But for laptops, it's probably your CPU/GPU and crappy ventilation making it hot anyway, a HDD by itself doesn't get all that hot.
And according to some web calculator, 70F = 21C, which is pretty damn cold actually, I'd be way happy if all my stuff stayed at 21C.

Lol. Don't hit it too hard.
HDDs are quite fragile, a small drop, and you get a very high likelihood of breaking.
