I think the idea (at least the one they put publicly) is to prevent people from duplicating an install onto multiple computers (obviously doesn't work if they have identical hardware, lol, but then, most homes probably won't have identical computers).

Unsure if Vista has the same policy, but XP's 3 hardware change limit has been around ever since it was released.
