I one of my sensors, either the ones inside the CPU, or the ones on the motherboard, are broken. They report different temperatures, CPU reading says 48, motherboard reading says 59. Since the motherboard controls the fan speed, it's probably adjusting it according to 59.
If your sensors say 60+, and your heatsink isn't even warm, that does sound like you didn't put it on properly. But then Intel heatsinks are a bitch to put on.
