No not permanent, still the ONLY way to have 'custom firmware' running on psp3000 is using the hen exploit in combination with this.  Since the IPL has not been decrypted, they can not modify the boot parameters and add their own custom files.

I hate people asking that particular question, probably because I've seen it way too many times.

It's most likely you'll never see any permanent CFW for PSP3000, and if you do, it'll be the biggest news since HEN, and you won't need to ask.
