you said you have a Webmin? Would that work as an interface for your server?

Decent enough Admin Panels give the option to make a Protected Directory...

As for the .htaccess way, I wouldn't know, and have had trouble modding them in the past.

Make sure the .htaccess isn't cached (though Im not sure it does) - do a reboot just to make sure.
