The thing is Japanese university is way different than the states. If it's a prestigious university, chances are students aren't skipping class anyway. If you go to an average university, students skip left and right because most classes are boring lectures with absolutely no class interaction, no homework, only exams.
And about the iPhone... dunno if any of you have one, but you have to give an application permission to use GPS before it can give your location. You would have to have whatever application they are going to use open in order for them to do this. Besides this, Japan is BIG on personal privacy, so if this is actually happening I don't see it even lasting long.
Also, the iPhone was a huge flop in Japan because they don't meet the needs of the average Japanese consumer. To them it would just be an ipod touch with a camera and probably wouldn't be used for personal use anyway. I wouldnt put it past some students to just keep it plugged into a wall outlet somewhere on campus.
