Regarding the last part of what you wrote...

If you don't go into his room, you won't know if there are tentacles or not, so you can't charge him. If you do go in, either 1. You find no tentacles, and you can't charge him, or 2. You find tentacles, but you'll never see the outside world ever again, so you won't have the ability to charge him.
