Probably fails because of overvoltage. Memory supposedly can't overvoltage much, unlike CPUs and stuff. You're not trying to pull an overclock, so you shouldn't need to overvolt, and if you don't need to, then why bother.
It won't boot at 1.8V.  Besides, the RAM is rated to run at 1.8-2.1V.  1066MHz RAM is pretty much designed for overclocking >_>
But I doubt there'd be much difference anyway, so meh.
