I can make it blink when charging and it wouldn't effect the smooth scrolling and fading, but the entire top bar will flash along with the battery icon, because the bar is part of the battery icon:

I think it's okay for the whole battery bar to blink.

One of my reasons for liking that is I use Alumor protection for my psps and the battery led indicator is covered entirely (along with all the led indicators) and the blinking will help determine if the psps is done charging without going to the Battery Information under settings.
